[SMM Hydrogen Energy Policy Update] National Energy Administration: Officially Approves and Releases Power Industry Standard DL/T 2915-2025 "Operating Regulations for Hydrogen Storage Systems in Hydrogen Energy Storage Power Stations"

On June 30, 2025, the National Energy Administration officially approved and issued the power industry standard DL/T 2915-2025, "Operating Regulations for Hydrogen Storage Systems in Hydrogen Energy Storage Power Stations" (hereinafter referred to as the "Regulations"), which will come into effect on December 30, 2025.

The Regulations stipulate the technical requirements for the normal operation, abnormal conditions, and fault handling of hydrogen storage systems in hydrogen energy storage power stations, and are applicable to the operation of hydrogen storage systems in such power stations. The Regulations define a hydrogen storage system as a combination of equipment and facilities for storing and releasing hydrogen through hydrogen treatment processes. It is classified into gaseous, liquid, and solid hydrogen storage systems based on the method of hydrogen storage, and specifies the operational procedures for solid hydrogen storage systems, the main scenarios of abnormal system operation, and relevant handling measures.

The issuance of this standard acknowledges the important role of solid hydrogen storage in hydrogen energy storage power stations, opening a new chapter for the application of hydrogen energy storage in the power sector. As one of the key technological pathways in the energy revolution, hydrogen energy storage converts the electricity generated from renewable energy into hydrogen for storage and then converts it back into electricity or directly applies it in industrial fields when needed, effectively addressing the intermittency issues of new energy power generation. With its unique advantages, solid hydrogen storage technology is becoming the core force driving the industrialisation of hydrogen energy storage, providing innovative solutions for building safe and reliable energy storage systems.
